Collective bargaining, labour relations and human resources activities for RDN employees are managed under the Corporate Services umbrella. The department oversees selection and recruitment, training and development, and compensation and benefits administration services for all employees of the RDN.

 

Employee Relations Specialist

ABOUT THE ROLE

Reporting to the Manager, Employee Relations, this position provides expert employee relations guidance to a defined client group in support of the Regional District of Nanaimo (RDN) human resources strategic objectives. The Employee Relations Specialist provides sound advice to clients on collective agreement interpretation and administration, employment and related legislation and policy, effective employee and labour relations practices, and will lead or assist in workplace investigations. This role is also responsible for providing support for other human resources functions with employee relations intersections, including but not limited to orientation, recruitment and selection, ability management, health and safety, compensation/classification, training and development, and policy development and implementation.

QUALIFICATIONS

•    Expert knowledge of employment and labour relations legislation and regulations
•    Demonstrated business acumen and results orientation in a human resources services context
•    Ability to exercise discretion and judgment in providing advice and recommendations
•    Proficient in research skills, analysis, and the development of original written materials, including investigation         reports, internal memorandums, etc., for review and decision by senior decision-makers
•    Ability to build and maintain collaborative and effective working relationships with internal and external contacts, including clients, colleagues, employees, legal counsel, medical professionals, WorkSafeBC and other third parties, and union representatives.
•    Demonstrated ability to exercise influence and impact without formal authority in a multi-layered work environment

POSITION DETAILS

The salary for this position is $99,975-$111,083 compensation plan. This salary is based on the 2024 exempt salary structure and does not reflect the results of the salary review that is currently underway in accordance with the exempt compensation policy.

Administrative Assistant, Elections

ABOUT THE ROLE
The Regional District of Nanaimo has an employment opportunity for a temporary full-time Administrative Assistant, Elections, with Legislative Services. Reporting to the Planning and Logistics Manager, the Administrative Assistant will provide administrative support for the Ravensong Aquatic Centre Expansion Referendum, with primary duties including: 

•    Assisting in the preparation of voters lists, appropriate forms and supplies for the referendum, coordinates with printers/vendors for the voters list, and creates voting books.
•    Overseeing and administering the mail ballot voting process.
•    Updating training materials and providing training to election officials.
•    Updating website content. 
•    Providing support for polling stations including reviewing floorplans to determine appropriate voting location layouts, assigning voting machines and ballots to voting locations and tracking their whereabouts, assists with voting location set up and take down, coordinates with vendors for the rental of tables and chairs.
•    Coordinating elections staff, including onboarding and questions. 
•    After the close of the referendum, taking in results of referendum and inputting information into the database.
•    Other duties as required.

QUALIFICATIONS
Qualifications include a high school diploma supplemented with post-secondary education in office procedures with clerical and computer training, plus 1 - 3 years prior job related experience, or an equivalent combination of training and experience.  Familiarity with assent vote processes and the Local Government Act in relation to assent votes or general local elections is strongly preferred. 

POSITION DETAILS
This is a temporary full-time (35 hours per week) Union position starting as soon as possible up to and including April 30, 2025, with the possibility of ending early or of extension depending on the operational needs of the department. The salary range is $32.94 - $34.67, plus 12.4% in lieu of benefits including vacation and statutory holidays, or the uninterrupted continuation of their benefits package, depending on employment status. Summer Leaders (South)

ABOUT THE ROLE
The Regional District of Nanaimo (RDN) is seeking two (2) temporary full-time enthusiastic and experienced summer program leaders to deliver quality summer day camp experiences for Electoral Area A (Cedar, Cassidy, South Wellington, and Yellowpoint). Summer Leaders are responsible for planning and leading inclusive summer recreation programs for children (pre-school to youth) and work as part of a unit of front-line program staff focused on positive behaviour support, social guidance, co-regulation, and personal care for children of all abilities. 

QUALIFICATIONS
Qualifications include high school diploma, First Aid Certificate (Emergency, Standard or Emergency Childcare First Aid with CPR B or C), and minimum one (1) year of prior job-related experience working in a leadership role with children preferably in recreation. Class 4 Driver’s License preferred for Summer Leader 2 positions. See job description attached for full details. These positions require some physical work, working outside with exposure to all types of weather conditions, and accompanying children in the water when swimming. 

POSITION DETAILS
These are temporary full-time (up to 40 hours per week) positions, from June 23, 2025 – August 1, 2025, with the possibility of ending early or of extension, based on the operational needs of the department. The (2024) rate of pay is $21.47 (Summer Leader 1) - $26.26 (Summer Leader 2) per hour, plus 12.4% in lieu of benefits including vacation and statutory holidays, or the uninterrupted continuation of their benefits package as provided for in the Collective Agreement between the Regional District of Nanaimo and the Canadian Union of Public Employees, Local 401. Attendance of training scheduled Monday, June 23 - Friday June 27, 2025, is mandatory.

Planner (Housing)

ABOUT THE ROLE
The Regional District of Nanaimo (RDN) has an employment opportunity for a temporary full-time Planner, with a specific focus on housing, in the Long Range Planning department for a one (1) year term. The Planner contributes to the effective operation of the Long Range Planning department through research and the managing of long range planning projects, developing RDN housing-related planning policy and representing the RDN in a variety of public forums. The Planner provides direction and support to the Planning department by assisting team members in their duties, as required, to meet service expectations, departmental goals and objectives.

QUALIFICATIONS
Qualifications include an undergraduate degree specializing in land development/planning or related field, plus 6 years prior job-related experience or a master’s degree in planning with 3 years experience in a professional planning position. Candidates must be eligible for membership in PIBC. A valid Class 5 BC Drivers Licence is required. An equivalent combination of training and experience may be considered.

Equipment Operator

ABOUT THE ROLE
The Regional District of Nanaimo is seeking casual Equipment Operators to work at the Regional Landfill in Cedar and the Church Road Transfer Station in Parksville.

The Equipment Operators contribute to the effective operation of the Solid Waste Facilities through the skilled operation of machinery to ensure that the Regional Landfill and Transfer Station are efficiently utilized. This position supports the Solid Waste Department by assisting team members in their duties, as required, to meet service expectations, departmental goals and objectives.

QUALIFICATIONS
High school diploma plus Heavy Equipment Operator Trades Program Certificate with two (2) years prior job-related experience or an equivalent combination of training and experience. Knowledge of landfill operations is an asset.

Possession of a valid Class 3 BC Drivers License with Air Brake Endorsement, Survival First Aid course, working knowledge of WHMIS regulations and procedures, knowledge of safe work and operation procedures, and good judgement with manual dexterity skills.

Equipment Operators must be available to work at both the Regional Landfill in Cedar and Church Road Transfer Station in Parksville.

POSITION DETAILS
These are casual Union positions. Hours of work vary, and weekend work is required. The (2024) hourly rate of pay is $32.10 to $33.79. As a casual employee you will also receive an additional 9% in lieu of benefits including vacation and statutory holidays.

Operator Trainee (Wastewater) x 2

ABOUT THE ROLE
The Regional District of Nanaimo is seeking two (2) temporary full-time Operator Trainees to work at the French Creek Pollution Control Centre (FCPCC) and Greater Nanaimo Pollution Control Centre (GNPCC) with Wastewater Services in the Regional and Community Utilities Department. Reporting to the Chief Operator, Wastewater Services, the Operator Trainee will perform a variety of unskilled and semi-skilled tasks. This position will require moderate physical effort and agility as well as an above average mechanical aptitude in the Wastewater field. In addition to assisting their Chief Operator, the Operator Trainee’s duties will consist of operations, maintenance and routine housekeeping of the facilities. The Operator Trainee will be located at either FCPCC or GNPCC, and they must be available to work at either site as operationally required.

QUALIFICATIONS
Applicants must be eligible to write the Operator-In-Training (OIT) exam with the BC Environmental Operators Certification Program (EOCP), or currently enrolled in a post-secondary Wastewater Treatment Technology Program. The incumbent must possess a valid Class 5 BC Driver’s License, and a Level 1 First Aid Course would be an asset.  Knowledge of safe work procedures, WHMIS, basic laboratory practices, and Transportation of Dangerous Goods are also assets.

POSITION DETAILS
These are temporary full-time (40 hours per week) Union positions, starting April 28, 2025, up to December 31, 2025, with the possibility of ending early depending on the operational needs of the department. Utilities Operator in Training

ABOUT THE ROLE
The Regional District of Nanaimo is seeking a temporary full-time Utilities Operator in Training with Water Services, in the Regional and Community Utilities Department. Reporting to the Chief Operator, Water Services, the Utilities Operator in Training will assist in a variety of tasks including the installation and reading of water meters and related appurtenances; installation and maintenance of water and sewer lines; water pumping stations, fire hydrant and grounds maintenance; routine checks on water, sewer, and street lighting utilities; operation of light equipment; collection of water samples and other related duties, as required.  This position will require moderate physical effort and agility as well as good mechanical aptitude.  The Trainee must be willing to work in all weather conditions, as this position is predominantly an outdoor position.

QUALIFICATIONS
Applicants must be eligible to write the Operator-In-Training (OIT) exam in Water Distribution with the BC Environmental Operators Certification Program or currently enrolled in a post-secondary Water Engineering Technology Program.  The incumbent must possess a valid Class 5 BC Driver’s Licence, and a Level 1 First Aid Course would be an asset.  Knowledge of safe work procedures and WHMIS, an ability to read engineering drawings and strong interpersonal skills with the ability to deal with the public are also required.

Arena Maintenance Worker

ABOUT THE ROLE
The Regional District of Nanaimo is seeking a permanent part-time Maintenance Worker - Arena to work at Oceanside Place Arena in Parksville, BC. The Maintenance Worker contributes to the effective operation of the Recreation Department through the maintenance, cleaning, and preparation of facility ice. 

QUALIFICATIONS
High school diploma plus Refrigeration Operators Certificate and Icemakers Training Course with one (1) to three (3) years prior job-related experience or an equivalent combination of training and experience. WCB Level 1 First Aid or equivalent and Class 5 Drivers License are required.

Recreation Program Assistant (Parks)

ABOUT THE ROLE
The Regional District of Nanaimo has an employment opportunity for a temporary full-time Recreation Program Assistant in the Parks Department. The Recreation Program Assistant serves on the recreation and parks team responsible for the provision of recreation to residents of the Oceanside area communities (Electoral Area E, F, G, H, City of Parksville and Town of Qualicum Beach).

Reporting to the Superintendent of Parks Operations and under the direction of the Recreation Coordinator (Parks), the Recreation Program Assistant will assist with planning, implementing and evaluating recreation services within RDN parks and outdoor areas. The Assistant will assist in planning and support parks leaders during the operation of various programs including guided hikes, outdoor programs and related activities and events. Duties include program leader orientation and training, maintaining registration and participant information, scheduling, driving Class 4 vehicles, mentoring leaders and youth volunteers, filling in for program leaders on site as necessary, and any other related duties, as required. The majority of program work will focus on outdoor education and activities.

QUALIFICATIONS
Qualifications include a Diploma in Recreation Administration/Leisure Services Management or a related field. An equivalent combination of training and experience in recreation leadership, preferably leadership of children, may be considered. Staff supervisory experience, current Occupational First Aid Level 1 or equivalent, and a Class 4 driver’s license are required.

Solid Waste Compliance Officer

ABOUT THE ROLE
The Regional District of Nanaimo is seeking a permanent full-time Solid Waste Compliance Officer in the Solid Waste Services department. The Solid Waste Compliance Officer contributes to the effective delivery of Solid Waste Services through the investigation, identification, and resolving solid waste bylaw violations, including, as needed, the application of surcharges and fines.  This is a new position focused on the Mandatory Waste Source Separation (MWSS) and Waste Hauler Licensing (WHL) Bylaws which came into effect January 1, 2025. 

QUALIFICATIONS
Qualifications for this position include a high school diploma, post-secondary education of over two (2) years in a related field, plus three (3) years prior job-related experience in a local government setting with a minimum of one (1) year of experience in compliance and enforcement work.  A Level 1 Bylaw Enforcement course is required along with possession of a valid Class 5 Driver’s License. 

The successful incumbent should possess knowledge of the policies, procedures, and programs of the Solid Waste Department as well as federal and provincial waste management rules and regulations governing solid waste management programs. An equivalent combination of training and experience may be considered.

Employee Engagement Coordinator

ABOUT THE ROLE
The Regional District of Nanaimo is seeking a temporary full-time Employee Engagement Coordinator to join the Human Resources and Safety Team.  

Reporting to the Manager, Human Resources, the Employee Engagement Coordinator will be responsible for supporting the development and implementation of strategies, policies, and programs to enhance employee experience and engagement to support the organization’s success, and to contribute to the attraction and retention of top talent. The position will work closely within the Human Resources and Safety Team as well as various other teams, to coordinate the delivery of employee engagement-related programs, including the employee recognition, employee development and new employee orientation programs, and create a positive work environment that fosters a culture of belonging, promotes productivity, and enhances a diverse, equitable, inclusive, and accessible workplace experience. This position will play an integral role in coordinating the delivery of the Regional District of Nanaimo (RDN) People Plan, a corporate human resources plan, and the Board-adopted 2023-2026 RDN Accessibility Plan.

EXPERIENCE & QUALIFICATIONS
Qualifications include a diploma or certificate in human resources management, organizational development, communications, business administration, office administration or a related discipline, plus three years of related administrative experience coordinating corporate programs impacting operational staff, preferably in the public sector. An equivalent combination of education and experience may be considered. A valid Driver’s License for the Province of British Columbia is required. 

POSITION DETAILS
This is a temporary full-time exempt position until March 31, 2026, offering 35 hours of work per week with a salary range of $89,702 to $99,014. This salary is based on the 2024 exempt management salary structure and does not reflect the results of the salary review that is currently underway in accordance with the exempt compensation policy. This position provides comprehensive benefits, the option to participate in the RDN’s flex days program and is eligible for remote work (with in-office requirements as needed).

Supervisor of Solid Waste Facilities

ABOUT THE ROLE
The Regional District of Nanaimo (RDN) is seeking a permanent full-time Supervisor of Solid Waste Facilities with the Solid Waste Services department, primarily based at the Regional Landfill in Cedar. 

The Supervisor of Solid Waste Facilities contributes to the effective operation of the Solid Waste Facilities through the operation, maintenance, and daily supervision of staff at both the Regional Landfill and Church Road Transfer Station. Primarily focusing on landfilling operations, facility maintenance and health and Safety, this excluded position provides leadership, direction, and support to the Solid Waste Department by assisting team members in their duties, as required, to meet service expectations, departmental goals and objectives.

QUALIFICATIONS
Certification in leadership, accounting, business management, environmental management or protection or a related field is required, along with a trades qualification in Heavy Duty or Commercial Transport Mechanics (Red Seal or equivalent). Additionally, three (3) years prior job-related experience with a computerized waste management information system and two (2) years supervisory experience are required. An equivalent combination of training and experience may be considered.

Experience with equipment electrical and hydraulic systems and welding, along with formal SWANA training in landfill operation, landfill gas collection systems and waste screening are assets. Possession of a valid Class 3 BC Driver’s License with Air Brake Endorsement is required.

Parks Technician

ABOUT THE ROLE
The Regional District of Nanaimo is seeking a permanent full-time Parks Technician with the Parks Services department. Reporting to the Superintendent of Parks Operations, the Parks Technician contributes to the effective operation of the Regional District’s community and regional park system through performing a wide variety of field tasks related to the development and maintenance of the parks system. Tasks include trail construction and maintenance, installation and maintenance of park structures including bridges, gates, benches; site review and routine park, playground and trail inspections and maintenance; tree care, maintenance, inspections and hazard abatement; and participation in park redevelopment projects.  

QUALIFICATIONS
Qualifications for this position include a diploma specializing in parks maintenance, or a related field, plus two (2) years of job-related experience in park operations, preferably in a municipal or regional government setting or an equivalent combination of training and experience. We are looking for someone with excellent knowledge of methods, procedures, techniques, trends, materials and equipment utilized in the development and maintenance of parks and trails.  The successful applicant must hold a current Level 1 First Aid with CPR certification (or be able to obtain) and a valid Class 5 BC driver’s license.

General Manager, Regional and Community Utilities

ABOUT THE ROLE 
Reporting to the Chief Administrative Officer and as a member of the Executive Leadership Team (ELT), the General Manager, Regional and Community Utilities (RCU), is responsible and accountable for the delivery of major initiatives and strategic oversight of the solid waste, wastewater, water, capital project delivery and facilities and fleet departments.

QUALIFICATIONS
Qualifications include high school graduation, with one (1) to three (3) years of pool/aquatic related experience, or an equivalent combination of training and experience.

The Regional District of Nanaimo is seeking a casual Maintenance Worker - Arena to work at Oceanside Place Arena in Parksville, B.C.. The Maintenance Worker contributes to the effective operation of the Recreation Department through the maintenance, cleaning, and preparation of facility ice. 

QUALIFICATIONS
High school diploma plus Refrigeration Operators Certificate and Icemakers Training Course with one (1) to three (3) years prior job-related experience or an equivalent combination of training and experience. WCB Level 1 First Aid or equivalent and Class 5 Drivers License are required.

POSITION DETAILS

Skate Attendant - Casual

ABOUT THE ROLE
The Regional District of Nanaimo is seeking casual Skate Attendants in the Recreation and Parks Department at Oceanside Place Arena in Parksville.

Reporting to the Superintendent of Arena Services, the successful candidate’s duties include providing on-ice supervision and instruction of participants of public skating lessons, special events and skating/hockey lessons; cleaning and maintaining skate shop; cleaning, sharpening and maintaining rental skates and program equipment; and distributing and receiving rental and program equipment.

QUALIFICATIONS
Qualifications include a grade 10 education with one (1) to twelve (12) months prior job-related experience working with children, or an equivalent combination of training and experience.  In addition, the applicant must possess strong skating ability and leadership skills, good communication and customer service skills, and the ability to work independently and as a team member.  The successful candidate must possess a current Level One First Aid certification.

POSITION DETAILS
This is a casual Union position with varying hours of work including evenings, weekends, and school holidays. The (2024) rate of pay for the position is $21.09 per hour, plus 9% in lieu of benefits including vacation and statutory holidays.
